Overview Of The Role:
The HSE Personnel is responsible for implementing and monitoring the Health, Safety, and Environmental Management System (HSEMS) at construction project sites. The role involves ensuring compliance with safety plans and procedures, conducting regular inspections, reporting non-conformances, and coordinating safety meetings. This position requires effective communication and collaboration with project managers, subcontractors, and site staff to enhance safety awareness and address safety issues proactively. The HSE Personnel plays a crucial role in accident investigation, emergency preparedness, and safety training.
What You Will Do:
Site Management
- Station on site and report to Sr. HSE Officer on HSE matters.
- Monitor compliance of project personnel and subcontractors on the approved Project safety plans, procedures, processes, method statements, and associated risk assessments.
- Immediately report any non-conformances, corrective action reports, or safety violation slips to the Project engineer, verbally and with a handwritten report copied to the HSE department.
- Liaise with Project manager and assist with tool box talk topics and materials received from HSE office.
- Chair Project internal site safety meetings including subcontractors’ HSE representatives; prepare and distribute the minutes to all concerned parties and copy to HSE office.
- Expedite the closing out of any non-conformances or corrective actions through the construction group as a result of inspections or audits.
- Conduct daily safety inspections to monitor works against documented safe systems of work or Permit to work.
- Investigate all accidents and near-miss incidents and submit detailed reports to HSE office within 48 hours.
Reporting and Coordination
- Report to Project Manager and Sr. HSE Officer regarding day-to-day inspections and tours.
- Track actions raised through minutes of meetings and report to the Sr. Project Manager and Sr. HSE Officer any HSE actions that exceed the agreed action time.
- Prepare daily safety inspection reports and send a copy to Project manager and Sr. HSE Officer.
- Report all accidents, near-miss incidents, and dangerous occurrences immediately by phone and later in a handwritten preliminary report from the concerned supervisor.
- Review and generate reports from subcontractors’ weekly safety report, scaffolding inspection reports, and test certificates on lifting and complicated machineries.
- Coordinate with Project manager and his team in handling emergency situations.
- Provide on-job training materials and proactive approach for implementing QHSE and asset management procedure and guidelines.
Safety and Compliance
- Attend Project HSE Coordination meetings.
- Attend safety meetings (site and combined) and raise safety issues.
- Attend weekly safety tool box talk meetings, creating safety awareness amongst all employees on incidents, accidents occurred during the week, and specific situational hazards.
- Determine, implement, and continuously monitor QHSE and asset management system aspects in activities and areas of work.
- Report all QHSE and asset management incidents immediately and take necessary precautions to avoid recurrence.
- Report to higher management on the performance of management systems and include recommendations for improvement.
- Conduct quarterly HSE action plan analysis and departmental objectives review.

What Qualifies You For The Role:
- Bachelor degree/diploma in Engineering.
- Level 3 or equivalent certification in Occupational Health & Safety or NEBOSH-IGC.
- Minimum of 0 to 3 years experience in construction projects.
- Strong communication skills, computer proficiency in MS Office, and proficiency in training and presentation skills.
- Expertise in risk assessment, incident investigation, and emergency preparedness planning.
