Overview Of The Role:

The Health & Safety Manager plays a pivotal role in establishing and maintaining a corporate health, safety, and environmental management system across all projects within the organization, ensuring compliance with OSHA standards and international best practices. The manager is responsible for fostering a proactive safety culture aimed at achieving zero-harm objectives and improving overall workforce wellbeing. The role requires overseeing consistent implementation of safety governance and emergency preparedness while driving continuous improvement and benchmarking against industry leaders. It involves managing health and safety across all project phases, providing executive management with visibility on safety performance, and ensuring seamless transition to facility management teams. Success in this role is defined by improved safety performance, effective stakeholder alignment, and maintaining high standards of risk management.


What You Will Do:

General

 

  • Establish and maintain Corporate Health, Safety, and Environmental (HSSE) Management System across all projects, ensuring full compliance with OSHA standards, local regulations, and international best practices.
  • Create and sustain a proactive safety culture that drives zero-harm objectives, minimizes incidents, enhances workforce wellbeing, and promotes visible safety leadership across all project stakeholders.
  • Ensure consistent implementation of safety governance, contractor safety management, audit programs, risk control measures, and emergency preparedness plans across the entire project portfolio.
  • Achieve best-in-class contractor and PMC safety performance through effective oversight, performance monitoring, compliance management, and continuous improvement initiatives.
  • Ensure seamless safety management throughout project lifecycles, including construction, commissioning, handover, operational readiness, and transition to Facility Management teams.
  • Drive continuous improvement and safety excellence by benchmarking against leading real estate developers such as Emaar, SODIC, Palm Hills, and other industry leaders.
  • Manage incident investigations, root cause analysis, and corrective action implementation in a timely and effective manner.
  • Provide executive management with clear visibility of portfolio safety performance, key risks, trends, audit findings, incident statistics, and corrective action status to support informed decision-making.
  • Identify and mitigate critical risks associated with high-risk activities such as lifting operations, excavation works, confined space entry, demolition works, electrical activities, hot works, and working at heights.

What Qualifies You For The Role:

  • Minimum 15 years of progressive experience in Health, Safety, Security, and Environmental (HSSE) Management within large-scale real estate developments, construction, infrastructure, or mixed-use projects.
  • Bachelor's degree in engineering, Occupational Health & Safety, Environmental Engineering, Construction Management, or related discipline.
  • Professional certifications such as NEBOSH Diploma, OSHA Certification, IOSH, and ISO 45001 Lead Auditor/Lead Implementer are highly preferred.
  • Extensive hands-on experience implementing and enforcing OSHA standards and international HSE management systems.
